The Supplementary Contract Terms for the Procurement of Information Technology are the public sector's purchasing terms for IT services in Germany. With this and the two still valid Special Terms and Conditions of Contract for the Procurement of IT Systems and Equipment, almost the entire application spectrum of IT procurement in the public sector is covered.
The use of the contract template has so far been very time-consuming and error-prone. The procurement contracts were compiled manually from the template by the person responsible (copy and paste). In some cases, a checklist was used with a lot of painstaking work.
